Cooter Arnold has been reinstated at North Carolina and returned to practice yesterday. Arnold, a junior safety from Mocksville, was suspended by Coach Butch Davis before the Sept. 1 season opener for breaking team rules. “Today was his first day back and it’s good to have him back on the team,” Davis said.
