Milstead, a 6-foot-5, 270-pound offensive tackle from Washington (D.C.) Coolidge -- who will transfer to Ballou High School this fall -- had hinted that he might verbally commit before making the trip and tabbed the Tar Heels his leader since visiting them in the spring.
Auburn, Boston College, Georgia, Maryland, Mississippi, NC State, Temple, and Virginia have also extended offers to Milstead.
Ballou assistant coach Todd Amis confirmed the commitment late Sunday.
"Yes, he has committed," Amis said. "He and his father are on the way home now, but he did commit while he was down there."
As a junior, Milstead received all-league honors, anchoring an offensive line that helped Coolidge to a 9-3 record and a berth in the Capitol area championship game.
