The NCAA Division I Management Council approved six proposals it believes will decrease the "celebrity environment" and "culture of entitlement" in college recruiting beginning with the 2004-05 academic year, David Berst, Division I vice president and chair of the recruiting task force, said in a teleconference Tuesday.
